R.I. Board of Regents hears from critics of tiered diplomas | Education | projo.com | The Providence Journal

This is a debate that is going on across the country. One of the positives in this is that students are being held accountable, putting some bite into the state testing. Downside, it is using a state test to determine whether or not student graduates. I have mixed feelings about this. While I like student accountability (something I believe is lacking in our current system), I don't know that a state test is the key to doing that.
